International Commonweal Cultural Industry Cooperation (ICCIC) is one of the biggest and most prestigious independent non-governmental charity organizations in the world. It is the only institution which combines cultural industries with commonweal undertakings at present, and is dedicated to developing cultural industries and promoting public welfare undertakings. The headquarters of ICCIC is located in the United States. The institution has been committed to the development of commonweal cultural industry ever since its foundation in 1991. Now it has grown into a network active in more than 100 countries with nearly two billion supporters in the world.

ICCIC started its work in China in 2008 when it undertook the work of Olympic cultural propaganda and relating products protection. It is the first international non-governmental organization which worked in China at the invitation of the Chinese Government. In 2008, ICCIC officially set up its headquarters office in China. More offices will be set up in 30 in China. Till now, more than 50 employees from different countries have joined us.

The Operating philosophy of ICCIC is to ”use the cultural industry to advance public welfare and promote culture in the process in turn”. Our work and projects are intended to publicize the spirit, policy, and undertakings of public welfare, all of which are organized and carried out under the help of operating mode and market mechanism of cultural industry. The income section will be directly used in commonweal undertakings. Efforts will also be taken to cooperate with other public interest organizations of different countries to aid disadvantaged groups. Hence, we define this kind of operating mode as a cultural industry with the theme of public interest. At present, this concept is still in its infancy in China. Therefore, the mission of ICCIC is not only to propagandize public interest undertakings, but also to develop the cultural industry. In order to achieve that, we invite the Audit Commission, the Law office, the Accounting firm, the national media, and other related units to follow and supervise out projects, by which we can guarantee the non-profit characteristic, impartiality, and openness of the cooperation.

The concept of “commonweal” advocated by ICCIC belongs to the general category of “pan-commonweal”, which includes international commonweal, political commonweal, social commonweal, and cultural commonweal, and covers about 30 industries and areas, such as charity, environmental protection, poverty alleviation, and cultural heritage. The core idea of ICCIC is—we are not the only one who concerns public interest, but we are the one who only concerns public interest.

• Introduce public welfare into Chinese market with the brand new concept of industrial mode, and ultimately promote the development of Chinese public welfare undertakings.
• Construct the first omni-directional, authoritative, professional and efficient service organization for public welfare cultural industries’investment, operation and marketing.
• Provide service for enterprises, the government and public interest undertakings by the means of communication, organization, coordination, management, and self-discipline.
• Unite and mobilize individuals and units to participate in the construction and development of public welfare undertakings and commonweal cultural industries and hence represent and defend the public interest.

The establishment of the office will change the situation that not a single professional non-governmental organization exists to operate projects of public cultural industries under the current Chinese system. With the support of the alliance, ICCIC headquarters office in China will become the first professional non-governmental organization that is committed to the commonweal cultural industry in China. As China is one of the biggest countries in the world, the establishment of the office will be the beginning of its significant influence on commonweal undertakings in the country.

Functions of headquarters in China:

1. Publicize the domestic and foreign guidelines, policies, regulations and laws related with public welfare undertakings and instruct the member units to correctly implement them.
2. Investigate the development of public welfare industry, summarize and analyze relevant experiences and the present situation, reflect the requests and demands of enterprises to public welfare organizations, and provide the government and public welfare organizations with evidence.
3. Take some leading projects as the center and promote the reformation and development of Chinese public welfare undertakings and commonweal cultural industries.
4. Establish relevant information network to provide commonweal information and consulting service.
5. Host national and international public welfare festivals and expositions, and enhance cooperation and information exchange among member units
6. Promote cooperation with other members in relevant areas and carry out communication in concepts and technology with the aid of resources from the headquarters
7. Accept the commission of member units, organize relevant experts to provide consulting service for their commonweal investment and management, and help enterprises to train administrative and technical personnel.
8. Strengthen socialist welfare moral construction, and extensively improve the quality of all members
9. Accept tasks entrusted by government departments in the area of public interest undertakings
